Matt Mikeska has been with Quanta Services since 2007. During that 15+ year tenure with Quanta, his roles have included a combination of operations, business development, and strategy. He has also served in executive leadership roles with M. J. Electric and Dashiell (both Quanta Operating Companies), and most recently as SVP of Business Development for Quanta corporate.
Matt holds B.A.’s in Economics and Environmental Science from the University of Virginia; with a Minor in Spanish. He also earned an M.B.A. from Duke University.

Chris Froehlich graduated from Clemson University in 2001 with a Bachelor’s of Science in Civil Engineering. In 2002 he started at SERVICE ELECTRIC Company as a Substation Project Manager and Estimator. Within a year he transitioned to Project Manager of Service Electric’s growing Distribution Division. For 19 years Chris has overseen all phases of construction and project management including generation of cost performance baselines, scheduling, accounts receivables, accounts payables, contract negotiations, bonds/insurance, and P&L statements. In 2014 Chris was promoted to Senior Project Manager. In 2016 became Vice President of Distribution, and President of SERVICE ELECTRIC Company in 2022. He earned his Professional Project Management (PMP) certification in 2013 and in 2015 was elected to participate in Quanta’s Chairman’s Challenge. Chris has overseen Service Electric’s customer growth in the Southeast and Midwest going from a handful of crews to over 120 crews from Georgia to Indiana working with Investor Owned Utilities, Municipalities, and Cooperatives managing annual revenues exceeding $150MM.

Angela O’Connor is the Chief Financial Officer for SERVICE ELECTRIC Company. She first joined the company as Controller in 2010. Upon the completion of the sale to Quanta Services and the merger with Dillard Smith Construction in 2012, she assumed the role of CFO where she manages all financial, accounting, and information technology matters. Prior to working at SERVICE ELECTRIC Company, she spent 6 years with another Quanta Services company in multiple accounting positions. Mrs. O’Connor is a Certified Public Accountant with 16 years of construction industry accounting experience. She holds a Bachelor of Business Administration in Accounting from the Georgia State University and a Master of Business Administration from the University of Tennessee – Chattanooga.

Alan Fulk attended Auburn University where he obtained his Bachelor’s Degree in Building Science/Construction Management. He came to work for SERVICE ELECTRIC Company in 2008 where he managed numerous high profile projects for many of our valued customers all across our vast footprint. In 2016, he was promoted to Vice President of Transmission and is responsible for all transmission project operations company-wide. Most recently, he has helped launch our UAV division and is invested in nearly all other aviation operations.

Carter Adams brings over 20 years of experience at Service Electric, where he has held leadership roles across operations, safety, and training. Beginning his career as an apprentice lineman, Carter advanced through roles as Foreman, Regional Safety Manager, Superintendent, and Regional Manager before being named Regional Vice President. He has been instrumental in major projects such as the TazMac transmission project for AEP, and he continues to serve as Chairman of Service Electric’s Executive Safety Committee. His extensive hands-on background and proven leadership ensure strong operational performance and a culture of safety throughout the North Region.
Based in West Virginia, Carter oversees all scopes of work across the region while maintaining close ties to Quanta Energized Services and Quanta Aviation Services, where he has contributed to training and helicopter operations initiatives. Known for his servant-leadership style and deep commitment to people, Carter is dedicated to growing both the capabilities of his teams and the opportunities ahead for Service Electric.

Jeff Hunt has 20+ years of line construction experience. He has successfully worked storms for IOUs and EMCs, leading 200+ men throughout the Southeast and Midwest. Jeff started his career as an apprentice lineman with Dillard Smith in the fall of 1998. He also worked as a lineman and a foreman while at Dillard. In September of 2004, he went to work at SERVICE ELECTRIC Company as a lineman and has been in many different roles at the company since then, including his role as Regional Manager. Jeff has had the pleasure of working with some of the best in the industry and enjoys mentoring and sharing his knowledge with others.

W. Scott Smith has over 38 years of experience in utility construction, with a strong background in substation operational supervision. He began his career in 1985 and joined SEC in 2002 as a Substation Foreman. He has steadily advanced through various roles, including General Foreman, Superintendent, and Regional Manager. Throughout his career, Scott has worked for several companies, including The Southern Company, MEAG, GA Transmission, Florida Power and Light, Duke Energy, and various other utilities and customer-owned systems.

Brian Brogan brings more than 24 years of experience in the electric utility industry, with deep expertise in both transmission and distribution. He has successfully led high-profile projects across Quanta Services and Service Electric, consistently demonstrating operational excellence, strategic foresight, and a strong commitment to safety and team performance.
As Regional Vice President, Brian oversees the Florida region and continues to serve as the Southeast’s primary point of contact for Quanta Energized Services and Quanta Aviation Services. Known for his integrity and results-driven leadership, he fosters accountability, collaboration, and continuous improvement, setting a strong example for teams across the organization.

Matt Byers brings over 32 years of experience in the electrical and construction industries. He began his career as an Electrician in the U.S. Navy and later earned a degree in Construction Management from East Carolina University.
Before joining Service Electric, Matt served as Vice President and General Manager of Siemens Energy’s North American Transmission Service business, where he focused on service delivery and operational efficiency. His extensive background in Transmission Services positions him to drive growth within the Tech Services organization.

Brian Imsand began his career in 1982 as an apprentice and worked as a journeyman until joining Dillard Smith Construction in 1991 where he worked as estimator and Vice President until becoming President in 2007. In 2012 Dillard Smith and SERVICE ELECTRIC Company merged following the acquisition of SERVICE ELECTRIC Company by Quanta Services. He is a licensed electrical contractor, Board Member and Treasurer of the Southeastern Line Constructors Chapter, NECA and member of the Board of Trustees for SELCAT (Southeastern Line Constructors & Apprenticeship Training).

Kelly McGraw is the Vice President of Human Resources at Service Electric Company. Kelly began her career with Service Electric Company in August 2023 as the Director of HR. Before joining the company, Kelly accumulated twenty years of experience in Human Resources within the Transportation and Logistics industry, where she held several leadership positions overseeing a wide range of HR functions. She holds a Bachelor of Business Administration in Personnel Labor Relations as well as Marketing from Tennessee Technological University and a Master of Business Administration from the University of Tennessee – Chattanooga. In 2021, Kelly completed the Leadership Chattanooga program, sponsored by the Chattanooga Area Chamber of Commerce.

Richie Gasaway has been VP of Fleet and Services for Service Electric Company since 2017. He joined SEC in April of 2007 as Fleet Manager. Before coming to Service Electric, Richie worked for HERC (Hertz Equipment Rental Corp) in Chattanooga TN and for United Rentals in Douglasville GA. Richie has 23 years in fleet management experience. He studied Criminology at Dalton State before beginning his career in the fleet industry. He is a North Georgia native currently living in Chickamauga GA with his four children and wife of 20 years.

Randy Doerfler has more than 20 years of occupational safety and health management experience in utility construction. He obtained his Bachelor and Masters degrees in Oklahoma. He has worked as a Safety Director at several different companies and joined with Dillard Smith in 2007. When Dillard smith dissolved and merged into SERVICE ELECTRIC Company, he continued his duties in the Safety department. In 2018 he became Vice President of Safety.
